摘要
如何在市场环境下合理确定旋转备用是保证系统可靠运行的关键问题之一。针对该问题,基于二层规划理论,构建了旋转备用的优化模型。模型分别以发电费用最小和备用容量成本最小为上层和下层优化目标,计及网络和发电系统的"N-1"安全约束,将备用容量的确定与可靠性水平联系起来,并明确了各发电机组所承担的备用份额。以IEEE-14节点系统为例进行仿真,验证了模型的有效性。
How to determine spinning reserve reasonably in electricity market is one of the key questions which guarantee security and reliability of power systems.For this issue,based on bi-level programming theory,a optimal model of spinning reserve is established in this paper.In this model the generation cost minimization and the reserve cost minimization are the upper level and lower level optimization object,and the network and "N-1"security constraint of the power system are also considered.The determination of reserve capacity and the reliability level are related,and the reserve rate of each unit is determined.And an IEEE-14 bus test system case is used to demonstrate the feasibility and rationality of this proposed model.
