There is an antithetical mode of thinking that has been flowing in the Japanese blood, as is reflected in the Japanese understanding of modern Asia. Until the outbreak of the September 18 Incident, there had been a general consensus among Japan's intellectual elites, politicians and even ordinary citizens over how to counter the aggressive expansion to Asia by Western powers, that is, adoption of advanced science, and culture and political systems of the West, "industrialization, civilization and enlightenment, and enriching the nation and strengthening the army" in order to be among the world's powers. However, the Japanese position is totally different when it comes to how they treat their Asian neighbors. Seen from the standpoint of completion of modernity, two diametrically different voices coexist, namely the dualistic concepts of de-Asianization and "Asia as one".
