国际格局变革下的中非合作:政治经济学视角

China-Africa Cooperation Under the Changing of International Pattern——From Political Economics Perspective

金融危机之后,全球迎来了格局重组的时代。在这个"后危机时代",中非合作在国际格局中的作用尤为突出。文章利用政治经济学的研究方法,探讨了国际格局的变化对中非合作的影响、中非合作的前景及重点领域,认为中非合作不仅给中非带来了经济上的利益,也提升了中非的国际地位,同时也面临着严峻的挑战;中非合作的前景关键在于中非双方自身,未来5至10年,如果合作领域选择正确、措施得当,中国极有可能超过一些西方大国,在非洲事务中占据主导地位;正确的合作领域应该是粮食生产、应对气候变化、基础设施建设、直接投资、援助等五个方面,在具体实施时,应注意将技术合作、技术转移和人力资源的培训贯穿其中,提高合作效率。

Since the 2008 financial crisis, the international pattern has been changing. In this ＂post-crisis era＂, China-Africa Cooperation is particularly prominent. Based on political economics, this paper explores the impact of international pattern changes on China-Africa Cooperation, the prospects of China-Africa cooperation and key areas, holding that China-Africa cooperation has brought to both sides not only economic benefits but also enhancement in international status while facing serious challenges. China is likely to exceed some western powers and occupy a dominate position in African affairs in the next five to ten years under the condition that the cooperation areas are rightly selected and the policies are proper. It is believed that the effective cooperation aspects should be in food production, climate change, infrastructure, direct investment and assistance. On the other hand, in practical operation, China should integrate with technology cooperation, technology transfer and human resources training to China-Africa Cooperation in order to improve the efficiency of cooperation.
