青岛市城乡一体化急救网络体系建设研究

A study on the construction about urban and rural areas integration in pre -hospital emergencymedical network of Qingdao

目的研究分析青岛市城乡一体化急救网络体系建设及发展所带来的成效及存在的问题，探讨城乡一体化急救网络体系建设发展的可行性方案。方法①收集全市2000-2011年院前急救单位相关资料、抽样分析全市院前急救病历；②对全市院前急救网络调查表进行汇总分析；③对院前急救网络单位相关人员进行访谈；④应用Excel软件进行统计学处理。结果①得出了关于青岛市城乡一体化急救网络体系建设发展历程及其带来成效的大量描述性资料，青岛市城乡一体化急救网络体系建设发展缩小了急救半径、每急救单元服务人口数、院前调度受理时间和反应时问；②明显提高了全市尤其是农村地区的院前救治、政府重大活动保障及重大突发事件紧急救援能力。结论①青岛市已初步完成了覆盖城乡的急救网络体系，缩小了城乡急救医疗方面的差距；②城乡一体化急救网络体系建设发展可以明显提高一个城市日常院前急救医疗质量及突发公共事件应急救援能力；③为目前院前急救网络体系建设及运行模式提供理论和现实依据。

Objective To study construction and development about urban and rural areas integration in pre - hospital emergency medical network of Qingdao, analysing its taken effects and existing problems, exploring a feasible scheme about constructing urban and rural areas integration in pre- hospital emergency medical network. Methods ① Collecting data from all stations of pre - hospital emergency medical network in Qingdao, sampling analyzing some cases of pre - hospital medical service; ②Analysing the questionnaire about pre -hospital emergency medical network in Qingdao; ③Interviewing some medical staff and manager; ④ Data were collected and entered into EXCEL. Results ①Acquisition lots of descriptive information about the construction and development about urban and rural areas integration in pre - hospital emergency medical network and its effects, the rescuing coverage area radius, service population/ambulance, average time of dispatch, start and reaction time of ambulance was decreased or shorten; ②Markedly improving the level of pre - hospital medical treatment, the ability of safeguarding in the main events, the capacity of conducting emergency rescue against Public Emergencies all over the city, especially in Qingdao rural area. Conclusion ①Pre -hospital emergency medical network of urban and rural areas integration in Qingdao is basically constructed, it shorten the gap between town and countryside in emergency medical care; ② The construction of perfect pre - hospital emergency medical network can enhance a city＇s quality of pre - hospital medical care and capacity of conducting emergency rescue against Public Emengeneies; ③This study has a highly realized and theoretical significance.
