通过对黑龙江省第二产业结构发展历程的分析，确定了其现阶段所处的水平和存在的问题，初步提出了黑龙江省工业必须通过实施“选择主导产业并优先倾斜发展”的战略，才能取得突破性的进展。

Through an analysis of development history of the secondary industry in the Heilongiiang Province, the article pointed out its recent level and problems, and put forword the strategy of 'select the leading industry and give it inclined pri- ority' for a break through in its development.
