基于“BOT+EMC”的既有建筑节能改造融资模式研究 被引量:14

Research on Financing Model of Energy-efficient Renovation for Existing Building Based on "BOT+EMC" Model

摘要 解决融资问题是加快推进我国既有建筑节能改造的根本途径。基于大型公共建筑、大型企业建筑理应率先改造的分析,提出"BOT+EMC"融资模式,即充分利用产权主体的自有资金优势,与EMCo组建项目公司,实行节能改造特许经营,并通过案例探讨"BOT+EMC"模式实施的可行性。 Solving the financing problem is the fundamental method to accelerate energy-efficient renovation for existing building in our country. Based on the analysis conclusion that large public buildings and large enterprise's buildings should firstly accept energy-efficient renovation, puts forward the "BOT + EMC" financing model, which means in order to make full use of the capital of owners of property rights, form the project company with the members of EMCo and those owners of property rights, then the project company has the rights of franchise operation during the period of contract. Finally, analyzes a ease to explore the implementation of "BOT + EMC" model.
