摘要
建立了一个包括就业能力、财产收入能力和社会支持能力三个维度的社会保险缴费能力模型,利用阜新市煤炭企业下岗职工再就业调查的有关数据,全面评估了阜新市煤炭企业下岗职工养老保障缴费能力。研究表明,煤炭企业下岗职工养老保险缴费能力处于极低的水平,需要建立煤炭行业困难职工社会保险补偿机制、社会保险费"以工代缴"机制和煤炭企业青年下岗职工正规职业教育体系。
A social insurance contribution ability model was established that v, ontains three dimensions of employability, property income ability and social support ability. Data were taken from the re-employ- ment and social security survey of laid-off workers in Fuxin coal enterprises to make scientific analysis and evaluation about pension insurance contribution ability of these workers. Findings show that their pension insurance contribution ability is on a rather low level. In view of this, the following suggestions are offered: to set up social security compensation mechanism for the needy employers, the mechanism of social security fee replaced by labor, and official professional education system for young laid-off workers in coal mine industry.
