消费型碳排放及其核算体系研究 被引量:4

The research on content and accounting system of consumption-based carbon emissions

摘要 消费型碳排放是基于消费角度进行的碳排放的计算和责任划分,与生产型碳排放相比有多重优势,能够更好地解决国际贸易、国际交通运输中的碳泄漏问题.对国内外不同学者关于消费型碳排放的研究进行了分析,概括了其研究内容和方法,总结了研究的成果和不足,修改建立了消费型碳排放的核算方法和模型.阐明了在国际贸易中我国是碳排放净出口国,提出了加强我国消费型碳排放研究的建议. Consumption-based carbon emissions calculate carbon emissions and divide responsibilities as a consumption perspective. It has several advantages compared to production-based carbon emissions, for example, it can solve the problem of carbon leakage in international trade and transport. This paper summarizes the recent advances in consumption-based carbon emissions in international trade and transport,elaborates its content and accounting system, points out its loopholes and lastly highlights some conclusions. And the paper summarizes accounting system of consumption-based carbon emissions, expounds the China is the net export country of carbon emissions in the international trade and proposes the direction of further research. This paper will contribute to the knowledge on how consumption based carbon emissions lead to the a mitigation of climate change and provides a framework for designing international trade and transport policies that lead to environmental protection and reduction of climate change due to carbon emissions.
