核能安全的紧急事故,靠一个国家的力量很难预防和消除。不管是日本福岛核爆炸、还是乌克兰切尔诺贝利核泄露事件,波及的范围都超越了民族国家边界而成为全球性的问题。由于仅靠国内法是无法完全保障核能安全的,因此,从国际法方面规制核能安全就显得由为重要。

It＇s hard to prevent and eliminate nuclear safety emergency on the strength of only one nation. Both the Fukushima nuclear explosion in Japan and the Chernobyl nuclear leakage in Ukraine become a global problem because of their far-reaching impact on the whole world. As the lacking of proper domestic laws concerning nuclear security problems, it seems more and more important to establish international rule of nuclear safety.
