国有企业个人收入决定分析

摘要 国有企业收入分配包括工资和利润两部分。工资的制度依据是按劳分配 ,利润的制度依据是按资分配。分配制度必须通过收入决定来实现 ,在市场经济条件下 ,收入决定必须采用市场决定的方式。多种分配制度下 ,收入必然多元化 ,其中工资收入的差别是生产要素收入的经济基础 ,生产要素收入必然使个人收入的差距有不断扩大趋势。在收入分配问题上必须处理好效率与公平的关系 ,收入决定要通过拉开收入差距保证资源投入的高效率 ,但又要通过各种经济政策适当控制收入差距过大 ,保证收入上的公平 ,避免两极分化趋势。 The income distribution in State-owned enterprises ( SEOs ) is composed of salaries and profits. The former is the payment of labor on the institutional gist of distribution according to work; while the latter is the recompense of production factors ( capital, technology and administrative ability ) on the institutional gist of distribution according to capital. The distribution system has to be realized through income decision. In market economy, income decision has to be made by market. Income will surely show its diversification under multi-distribution system, of which, the difference in salary income is the economic basis for the income of production factors. The factor income will inevitably widen the gap between individual income. It is of key importance that we keep a balanced relationship between efficiency and justice. Income decision has to ensure high efficiency of resources input by conducting discriminative incomes, but fair income must also be maintained through various economic policies to control over the income gap that may tend to get wider and wider.
