中美民间治安防范工作法治模式的对比与借鉴

A Comparative Study on the Civil Public Security Working Modes Between China and the United States

改革开放以来,人口流动性增强,犯罪率逐年上升,充分调动人民群众的积极性,参与到治安防范工作中,改变公安民警孤军作战的现状,是改善当下治安现状的最好方式。动员社会公众参与治安防范的活动,也是世界各国的普遍做法。对中国和美国民间治安防范工作的法治模式对比、两国民间治安防范制度予以对比与立法借鉴,有助于完善我国的民间治安防范制度。

Since the reform and opening-up, both the fluidity of population and the crime rate has always been on the rise. It is the best way to fully mobilize the enthusiasm of people to participate in the work of public security prevention, so as to change the situation of police＇s fighting in isolation and to improve the present public security status quo. The mobilization of public participation in public security activities is also very popular all over the world. Through the introduction of Chinese and American civil public security working mode and a comparison of the two countries＇ civil security system, this paper hopes the two countries to learn from each other and China will thus perfect our civil public security prevention system.
