山东省社区卫生服务机构卫生政策执行状况的研究

Study on implementation of health policy of the community health service institution in Shandong Province

目的了解山东省社区卫生服务机构执行国家有关卫生政策的现状。方法采用分层随机抽样的方法,在调查中抽取济南、潍坊、聊城三个城市的社区卫生服务中心(站)。结果社区卫生服务机构的举办主体呈现多样化局面;医疗保险需在社区卫生服务中加强实施的力度;进一步推进收支两条线管理的覆盖面;国家基本药品政策能够比较积极执行,以药养医的现象相对缓解。结论政府应对社区卫生服务机构执行国家相关卫生政策的状况进行评估;积极鼓励和引导社会资本举办社区卫生服务机构;推动基本药物制度等政策在社区卫生服务机构落实,全面推广收支两条线,将符合条件的社区卫生服务机构全部纳入医保定点医疗单位。

Objective To explore implementation of health policy of the community health service institution in Shandong Province. Methods Stratified random sampling was used in this study. Several community health service institutions from Jinan, Weifang and Liaocheng were sampled. Results Investors of the community health service s hold diversified situa- tion; The further promotion of the coverage of two lines of revenue and expenditure management ; The national drug policy was implemented positively and the phenomenon that medical rely on drugs was eased relatively. Conclusion Government should evaluate implementation of health policy of the community health service institution. To encourage social capital to invest to the community health service institution. To promote operation of policies including ＇ basic drugs system＇, ＇ two lines of revenue and expenditure management＇ and ＇ the designated medical insurance unit＇.
