某地农民医疗保障状况及满意度调查分析

The diagnoses about satisfaction of peasant medical security in Somewhere

目的对新型农村合作医疗制度的实施进行客观评估,及时发现并解决问题。方法采用分层随机抽样方法,随机抽取山东省某地6个县市区不同户的1244位农民进行问卷调查。结果新型农村合作医疗参加率为99.35%。6.9%的人认为医疗费个人负担过重9,3.1%的人认为适中;88.9%的人在医院就地报销,11.1%的个人先垫付。90.6%的人认为新型农村合作医疗制度公平9,.4%的人认为新农合还要继续完善。分别有56.6%的病人在乡镇及村卫生室看病3,5.3%的在县级医院看病,8.1%的在市级以上医院看病。结论应继续完善新农村医疗保险体系,继续提高筹资比例,加强对定点医院的监管,进一步地降低起付线,提高报销上限。

Objective This study aims at giving an objective evaluation of the new cooperative medical scheme, find the problems and solve them. Methods Random sampling is used and 1244 peasants from 6 counties were given question- naires. Results The attendance rate of the new cooperative medical scheme is 99.35%, among whom 6.9% think medi- cal expense is a heavy burden, 93.1% think it is moderate. 88.9% of them submit an expense account in hospital and 11. 1% of them pay themselves first. 90.6% of them think the new cooperative medical scheme is fair, 9.4% think it is con- tinu to improve. Conclusion The new cooperative medical scheme should be innovated. The supervision of hospitals should be strengthened. The procedures of examining and approving medical expenses submission should be simplified. The design of payment threshold and payment scope need to be further improved. Construction of health institutions at basic lev- els and cultivation of staff need to be strengthened.
