Problems in and Countermeasures for the Ability of Decision-making at the County Level——from the Perspective of New Institutionalism

县级政府决策能力意义重大。县级政府决策能力受多种变量制约,而这些变量在实践中却存在多种问题,影响县级政府决策能力。从新制度主义的视角分析,制度是造成这些问题的根源所在。系统解决县级政府决策能力的问题必须诉诸于制度创新。

The ability to make decisions at the county level can be influenced by multiple variants. Analy- zing from the perspective of new institutionalism,we may find that ineffective institution is responsible for these problems. Institution innovation is an effective way to solve ＂North paradox＂ and promote eco- nomic growth,and thus will improve the ability of decision-making at the county level.
