基于效率视角的医疗保险统筹资金使用管理研究

Research on Use and Management of Countermeasures of Medical Insurance Funds Based on Efficiency Perspective

从医疗保险统筹资金使用的问题入手,分析了医疗保险资金使用存在着人为浪费、使用过度及只注重治疗等问题,使得医疗保险资金滥用现象严重,提出了应当在政策上制定医疗保险统筹资金使用的方式、界限和范围,制定了较为详细的医疗保险资金使用的细则,规范了各医疗机构的使用行为。

The paper starts from the application of medical insurance funds, and puts forward some existing problems in its using, including human waste, excessive use and pay attention to medical treatment merely, and result in abuse of medical insuram：e funds. It is proposed that government should formulate method, limitation and scope of medical insurance funds use, and draft detailed regulation of its application in order to manage behaviors of medical institutions.
