摘要
目的:了解河南省县、乡两级艾滋病防治人力资源,进一步优化基层艾滋病防治人力资源配置。方法:用自行设计的调查问卷调查河南省艾滋病高发地区4个县的疾病预防控制机构和定点医院的艾滋病防治人力资源投入情况。结果:县级艾滋病防治人员有391人,乡级379人,女性多于男性,县级专职人员高于乡级,县、乡两级防治人员学历和职称有显著性差异,艾滋病相关知识培训级别较低,内容不全。结论:优化艾滋病防治人力资源配置结构,加强艾滋病防治知识技能培训,建立完善城乡医疗机构对口支援机制,落实艾滋病防治人员医疗保障制度和薪酬制度。
Objective: To understand the status of human resources for AIDS control at county and township level in Henan, and to improve the outfit of human resources. Methods: Investigating the CDCs and special hospitals of the 4 counties in Henan Province. Self-designed questionnaire were used by the trained investigators. Results: There were 391 and 379 missionaries at the county and township level respectively and more women than men. There are more full-time personnel in county than in township. Significant differences existing in academic qualifications and titles between county and township level. The rank and contents of training were inadequate. Conclusions: Human resources shouhl be rationally allocated and enhanced by the diploma education and the incumbency training for AIDS control. Ttle superior medical institution should give continuous assistance to the grass-root hospitals. Medical security mechanism and salary system should he carried out.
