摘要
本文通过对农田水利基础设施供给现状的分析,从政府和市场角度阐释了农田水利基础设施供给不足的原因。分析表明,构建"一主多元"供给体系是实现农田水利基础设施有效供给的可行路径;明确政府为主要供给主体、政府主导下多元主体参与以及市场运行机制是"一主多元"农田水利基础设施供给体系的主要内涵。并从政府供给、多元参与及市场运行机制等方面提出了构建"一主多元"农田水利基础设施供给体系的对策建议。
Based on situation analysis of farmland water conservancy facility supply,the reasons for supply shortage of farmland water conservancy facility are illustrated form government and market.Outcome shows that construction of 'one-main and pluralistic body'supply system is one approval way to effective supply of water conservancy facility.Suggestions are proposed from three perspectives,which are government as one-main supply body,pluralistic body active in supply governed by government and market function mechanism.
