陕西榆林县级公立医院改革中的政府行为分析

Analysis of government behaviors in county public hospital reform in Yulin of Shaanix

通过对陕西省榆林地区县级公立医院改革的调研，应用公共行政管理相关理论，探讨和分析了县级公立医院改革中的政府投入行为、县级公立医院运行机制与政府监管路径的现状及多元化办医格局的进展情况，提出要在县级公立医院改革中构建责任的、有限的服务型政府。

An investigation was made on reforms of connty public hospitals in Yulin region, Shaanxi province. With theories of public administration, the authors probed into the government investment behavior in county-level public hospitals reform, hospital operation mechanism, and government regulation,as well as multi-sector involvement in healthcare services. Proposals made in the paper advocate constructing a responsible and limited service-based government in the county-level public hospitals reform.
