摘要
幼儿教师资格制度建设中的制度规避现象主要表现在教师资格制度制定者、制度执行者、教师资格申请者三类人群有意识地采取手段,改变或超越制度边界的行为与活动。我国幼儿教师资格制度建设面临的制度规避问题与幼儿教师资格制度本身的局限性及其运行机制有关,也受行为主体观念与利益诉求的影响。消解制度规避应着眼于其诱因,从根本上杜绝和消除其出现的条件,从而保障幼儿教师资格制度建设有效进行。
The system avoid phenomenon during the Construction of Pre-school Teacher Qualification System are mainly shown as actions and activities in which these three classes of people-teachers' qualification system makers,system executives,teachers' qualification applicants-engage when they consciously take means to change or overpass the boundary of regulations.The system evasion problems which Construction of Pre-school Teacher Qualification System are faced with not only closely associated with the limitations and operative mechanism of regulations,but also are affected by the subject's mind and demand.To remove system avoid,we should start with its internal causes and stop and remove condition for its occurrence to effectively guarantee the proper operation of Construction of Pre-school Teachers' Qualification System.
