摘要
日韩两国推行的教师定期流动制度既有许多相同之处:如都由各地方政府主导在区域内实施、都有严密的操作程序和相关配套措施等;同时也在教师流动年限、操作程序以及实施效果与问题等方面存在较大不同。两国制度实践给我们以重要启示:实行教师定期流动制度必须以教师地位和待遇的切实保障为前提;必须制定科学合理的制度内容和公正的操作程序;必须根据地方实情逐步推行;必须完善相关政策法规和利益补偿机制等配套措施;等等。
The systems of teachers moving periodically between Japan and Korea are consistent in many places: both are predominated by the local government;both have tight operation procedures and related integrations etc.They are also different in many aspects such as the moving period,the operating procedure,the implementation effect and problems,and so on.All these enlighten us: to implement the system of teachers moving periodically,we must take the guarantee of teacher's position and treatment as a premise;we must draw up a science and reasonable system and a fair operation procedure;we must perfect the integrations such as: the related policy and laws,the benefits compensation mechanism,and so on.
