湖北省第四轮全球基金结核病项目实施效果分析

Evaluation on the Fourth Round of the Global Fund for Anti-tuberculosis Programme in Hubei

目的分析和评价湖北省第四轮全球基金结核病控制项目实施效果。方法收集2005年7月至2010年6月湖北省结核病控制工作月报表和季报表,湖北省第四轮中国全球基金结核病项目季报表,采用疑似肺结核患者就诊率、网络报告率、转诊到位率、追踪到位率、总体到位率、贡献率等统计指标,利用SPSS 11.0统计软件对数据进行统计处理,分析项目实施效果及对全省结核病防治工作的影响。结果湖北省第四轮全球结核病项目以县(市、区)为单位,覆盖率达100%;疑似肺结核患者就诊率从2.17‰上升到3.42‰;非结防机构网络报告率由56.55/10万上升到90.72/10万;完成了项目总体到位率75%的指标;非结防机构对肺结核患者发现的贡献大,非结防机构对全省活动性肺结核、涂阳肺结核和涂阴肺结核患者的贡献率分别为44.97%、23.73%和37.00%,且呈逐年上升趋势。结论通过第四轮全球基金结核病项目的实施,加强了结防机构与非结防机构的合作(以下简称医防合作),提高了病人发现率,促进了全省结核病控制规划的实施。

Objective To analyze and review the effect of the Global Fund for anti-tuberculosis Programme 4th Round executed in Hubei. Methods The project implementation effect in Hubei was analyzed after the collection and procession （with software SPSS 11.0） of data （TB monthly and quarterly reports） from July 2005-June 2010. Such assessing indexes included： medical service seeking rate in suspected cases, internet reporting rate, successful transferring rate, successful tracking rate, total treatment rate, contribution rate. Results The Global Fund TB Programme 4th Round covered all the cities, counties and districts in Hubei; medical service seeking rate in suspected cases increased from 2. 17‰ to 3.42‰; Internet reporting rate by the general hospitals increased from 56.55/100 000 to 90.72/100 000; 75% reached the overall programme goals. The general hospitals had great contribution in case finding, their contribution rates in finding active tubereulosis, smear positive pulmonary tuberculosis and negative pulmonary tuberculosis cases increased by 44.97%, 23.73% and 37.00%, respectively, and still showed an upward trend. Conclusion The programmme implementation strengthened the cooperation between TB institutions and general hospitals, increased the case finding rate and enhanced the implementation of TB control plan of Hubei.
