摘要
把环境资源作为一种要素纳入全要素能源效率计算中,并由污染气体排放量这一指标来体现环境要素的影响,使用数据包络分析方法,对中国29个省级行政区域的能源效率状况进行比较研究。研究结果表明:中国能源效率整体水平较低,各省份、区域之间的能源效率差异显著;总体看来,区域能源生产率增长主要是由于技术进步,规模效率的贡献较少。
The factor of environmental resources is involved in the calculation of total factor energy efficiency and polluted air e- mission is taken as an index to reflect the impact of environmental factors. This paper evaluates the technique efficiencies, pure tech- nique efficiencies and scale efficiencies of new energy by utilizing data envelopment analysis method, and compares and analyzes the total factor energy efficiency in 29 regional areas in China. The results show that the total factor energy efficiency is lower and there are relatively significant differences in energy utilization efficiency. The growth of energy productivity is mainly due to technical progress, whereas the scale efficiency contributes less to productivity growth. Finally, some brief policy suggestions are given concern- ing the theme of the paper.
