遵循评价指标设计的注重整体与突出重点相结合的原则,并基于对突发事件网络舆情风险发生周期的分析,本文构建了包括总指标、分类评价指标、单向评价指标共三个层次计21个指标的突发事件网络舆情风险评价指标体系,继而应用层次分析法,确定了该评价指标体系的权重。
