地方政府与农业转型——以1927—1937年湖北农业政策为中心的考察

Local Government and Agricultural Transformation——Centered with the Investigation of Agricultural Policy in Hubei during the Period of 1927—1937

1927—1937年间,湖北地方政府为振兴农业,颁布了一系列政策:建立和健全农业机构,加强对农业的指导和监管;加强农业科学实验和研究,推进农业改良和推广;建立和健全农村现代金融体系,调剂农业金融;发展农田水利,提高农业预防自然风险的水平。上述农业政策的颁布和实施试图为农业转型提供组织保障、技术支持、金融支持和公共服务,同时也推动了近代湖北的农业转型。当然我们也不能过分高估其历史作用,这只不过是近代农业转型的准备阶段而已。

During the period of 1927--1937, in order to revitalize local agriculture, Hubei government had issued a series of agricultural policies： establishing and improving agricul- tural organization, strengthening the guidance and supervision, enhancing the agricultural experiment and research, pushing forward the agricultural reform and technology extension, establishing and improving agricultural financial institution, developing irrigation and water conservancy, etc. With the promulgation and implementation of agricultural policies men- tioned above, agricultural transformation in Hubei was happened in the aspects of organiza- tional guarantee, technical and financial support, public service, etc. of course we cannot o- verestimate its historical role, and it is just the preparation phase of modern agricultural transformation in Hubei province.
