摘要
当前,中国石油企业相继引入质量管理、HSE管理和内部控制体系,但还存在各管理体系牵头机构各自为政、管理体系间文件和过程记录重复、各管理体系对岗位职责标准要求不一、多管理体系所需的监督及审核次数多等问题。因此,应从业务流程与管控体系的统一、管控体系整合的基本模式、管控体系整合的实现途径、管控体系整合后的内部应用及外审应对四个方面对企业管控体系进行整合。
In recent years, Chinese enterprises have introduced the quality management and control system, HSE management and internal control system. But there are still many problems, such as the leading agency of the management system only for its own business, repeated files and process records in different management systems, the different requirements of job responsibilities among management systems, multi-management systems required for repeated supervisions and audition and so on. Therefore, we should integrate enterprise's management and control systems from four aspects, the unity of business processes and management and control systems, the basic pattern of management and control system integration, the implementation approach of management and control system integration, the internal application and external audition of the management and control system after integration.
