生猪标识及疫病可追溯体系中检疫员的行为及其影响因素分析——基于四川省德阳市六县(区)的调查与分析

Affecting Factors of the Quarantine Officers' Behavior in the Pig Identification and Traceability System for Disease: Based on the Survey of Deyang Area

【目的】检疫员作为生猪标识及疫病可追溯体系的主要参与者,通过对检疫人员行为的影响因素分析,有助于规范检疫员的检疫行为,提高生猪的可追溯概率。【方法】基于四川省德阳市六县(区)139名检疫员的调查,从产地检疫、屠宰检疫、运输检疫和市场补检4个环节分析了检疫员的行为;并采用Logistic模型分析检疫员行为的影响因素。【结果】检疫员按照可追溯体系要求检疫的概率较低;检疫员的基本特征、物主配合程度、检疫设备、培训力度等因素对检疫员的行为选择影响较大。【结论】建议政府加大资金投入,提高对检疫员的培训和监管力度,完善考核机制,加强对养殖户和贩商的宣传。

[Objective] Quarantine officers are the main participants of pig identification and tracea- bility system for disease. The analysis of the influence factors of their behavior helps to regulating the behavior of quarantine officers and improving the probability of traceability of pigs. [Method] Based on the survey of 139 quarantine officers in six districts of Deyang city in Sichuan province, this text analyzed the behavior of quarantine officers during the four stages, original quarantine, slaughtering quarantine, transporting quarantine, and market chain completed quarantine, and analyzed the main factors of quarantine officers＇ behavior using Logistic model. [Results] The probability that quarantine officers in accordance with requirements traceability system is low; quarantine officers behavior is affected by such factors, the basic characteristics of the quarantine officers, the degree that owner cooperate with quarantine officers, the quarantine facilities, inten- sity of training and so on. [Conclusion] Government should increase the capital investment, im- prove quarantine officers ＇ training and supervision, improve the evaluation mechanism and strengthen propaganda for farmers and traders.
