摘要
从公共管理理论和低碳交通管理角度提出低碳出行治理中公众参与决策的必然性,分析厦门市低碳出行公众参与的实际情况,从法制保障、决策程序和公众自身参与能力三方面入手,论述以公众参与决策法制化建设为基础,提升公众参与决策意识和能力,尽快建立低碳出行决策程序,发展城市低碳出行。
The inevitability of public participation in DecisionMaking when government manages LowCarbon mass transit is pro- posed from the perspective of public administration and LowCarbon transport administration. The case of public participation in LowCarbon travel decision -making in Xiamen was analyzed. For the purpose of developing LowCarbon travel in city, it is sug- gested that public awareness and ability in DecisionMaking be promoted, public DeeisionMaking procedure of LowCarbon mass transit shall be established as quickly as possible, based on the legalization of public participation in decision from the three as- pects of legal protection, public DecisionMaking procedure and public participation ability.
