公安院校的内涵定位及发展走向研究

Research on the Connotation of Public Security Colleges and its Developing Trend

"公安"和"院校"各自存在多种理解角度,使得"公安院校"的内涵十分复杂和凌乱。以"公安院校"在实践中的一般用法为基础,且考虑到为公安院校的改革和发展留下相应空间,故而应将狭义公安院校定位于是指那些依据警务化管理模式来培养公安人才的全日制普通高等学校。随着警察招录体制的改革,不仅"公安院校"的名称应发展为"警察院校",而且公安院校的教育模式和管理模式也均应向多元化方向发展。

There are various interpretations of ＂public security＂ and ＂police＂ respectively, causing their connotations complicated and disordering. Based on the general usage of ＂public security college＂ in practice and to leave room for the reform and development of public security colleges, this paper proposes that public security colleges in narrow sense refer to ordinary fall-time universities and colleges that cultivates public security talents according to policing management mode. With the continuous reform of police admission system, the name of ＂public security college＂ should develop into ＂police college＂ and the education mode and management mode of public security colleges shou/d be diversified.
