On Creation of Favorable Conditions for Water Systems Development

文章涉及了在亚美尼亚创建适宜水系统发展的条件.一直实行到2002年管理办法,税率和收费政策,不合理的电能消耗,不完善的计算机制和供水的收费,对某些水用户集团不合理的折扣,对供水的无效使用和水浪费,对提供服务的数量和质量不恰当收费,以及没有成功地使用地下水资源均给亚美尼亚水系统带来了工程和财政的危机.文章中探讨了当今的这些问题和设计用于解决这些问题的措施.为了创建适宜的水系统发展条件,提出了一系列必须优先考虑的事项和条件,而在这之中,法律基本原则的形成,有效的税率政策,个体的管理,环境和工业的安全,饮用水的质量和节水节能是重中之重.

The paper deals with creation of favorable conditions for water systems development of water systems in the Republic of Armenia.Acting until 2002 management approaches,tariff and charging policies,unjustified high measure of consumed electrical power,imperfect mechanisms of calculation and charging against supplied water,non-payment practice of discounts provided to certain groups of water users,low level of supplied water ineffective use and high level of water losses,inadequate charges for quantity and quality of provided services,insufficient use of gravity water capabilities had brought RA water systems to engineering and financial crisis.Problems of today as well as certain measures designed for their solution are considered in the paper.To create favorable conditions for water systems development a number of necessary priorities and conditions are given among which accent are placed on formation of legal foundation,effective tariff policy,management by individual person,environmental and industrial safety,potable water quality,water and power saving.
