摘要
本文先从定义引述、标准沿革发展两方面,论述了施工质量分级验收的合理性。随后分析了开发商的主体二重性与风险管理,提出建立商品住宅施工质量验收专家委员会这一社会评价机制的必要性和可操作性。
Firstly, the paper discusses the rationality of quality inspection for building by grade scale based on definition quotation and standard refor- ming; Secondly, risk management and dualism of real estate developer are analyzed. In the end, the necessity and feasibility for setting up the com- mittee of experts for quality inspection are presented.
