Research on Influence of the Administrative Security on National Security

当今世界,随着非传统安全概念的不断确立,行政安全已经成为国家安全的重要内容。政府之行政安全是建立在行政决策后给行为相对人带来的一种安全状态之上,是建设服务型政府和有执行力的政府的保障。政府失败和行政失败是影响行政安全的主要形式,都会对人民群众的利益造成不同程度的损害。这里旨在通过对行政安全现状,出现之病态,加以细致阐述并厘清其与国家安全的关系,通过行政安全与国家安全理论的研究提出行政安全问题,并力图找出解决行政安全问题的办法。

Nowadays, with the establishment of non-traditional security concepts, administrative security has become an important content to national security. The safety administration of government is to protect service-oriented and executive government. Government failure and administrative failure are the major forms influencing the safety administration, and they, to a certain degree, do harm to people＇ s interests. Based on the illustration of current safety administration and its weak points, this thesis clarifies the relationship between them to seek for the way of solving the administrative safety problems. By exploring administrative security and national security theory, the study finds out its trendy has seriously affected countries and more attention must paid to safety.
