Operation Supervision in Urban Mass Transit System

城市轨道交通运营是一项重要的社会公益服务,具有明显的效益外部化特征。为保障城市轨道交通行业的健康发展,政府行业主管部门需要围绕运营安全、效率与服务等实施有效的监管。根据行业自身特点和发达国家城市轨道交通管理经验,可以引入第三方咨询机构的监管模式。政府通过第三方的评估和认证,实施对城市轨道交通运营的科学、有效和常态化的监管。

The operation of urban mass transit plays a very important role in social public service, and it has obvious characteristic of external benefits. To guarantee the sus- tainable development of urban mass transit, the local gov- ernments and the related operating administration should implement effective supervision on operating safety, effi- ciency and service quality. Taking into account the charac- teristics of urban mass transit and experiences in western developed countries, this paper argues that it is feasible for government to effectively supervise operating companies by introducing the third-party certification.
