党中央、国务院在《关于加强新时期信访工作的意见》中从三个方面给信访工作作了科学的定位。根据这个定位,纪检监察部门的信访监督至少拥有九个途径,与党委政府信访部门的监督存在六方面的不同。至于如何强化纪检监察部门信访监督的法律意识,就必须做到用法律的眼光审视每一起信访件,以法律的视角保护好信访监督人的合法权益,用法律的理念去构建动态的信访监督信用体系,用法律思维审视信访"泛作为"和"不作为"情况。
