促进黔中经济区发展的法制建设原则主要有反对地方保护、强调合作协调和做到因地制宜三大原则。促进黔中经济区发展的法制建设措施主要包括:在立法方面,要制定支持黔中经济区发展的专项地方性法规、规章或规范性文件,建立经济区内各地间立法协调机制;在行政方面,要设立黔中经济区建设管理委员会,建立经济区内各地间行政协调机制;在司法方面,要维护司法公正,建立经济区内各地间司法协作和交流机制。
