In the advancement of the whole world, it experienced from tool manufacturing revolution by the slave society into agricultural revolution, from agricultural revolution into the industrial revolution, but also from the industrial revolution into the knowledge revolution, then from the knowledge revolution into the civilization development. Its development and achieved progress depends on the continuous improvement of productivity and the changing productive structure, but its essence is the rapid development of science and technology as well as the cumulative creativity of humans. This is because science and technology which is driving the society and the economy to move forward continuously, is the first productive force. In the era of social, economic and political development of the long river, the labor and creativity is the essence of human activity and the source of society improvement. After entering the 21st century that is a new era of development for science and technology, there will be a new round of science and technology with a more rapid development. During the process, a new round of major breakthroughthe third scientific revolution, that is the sixth technology revolution, became true. It definitely will bring a new leapfrog development and historic opportunity for China＇s scientific and technological advancement, nonetheless, China will face more severe competition and challenges. Therefore, in the tide of science and technology in the world, people must exploits, striving hard and climb for the purpose of seizing the high ground of the science and technology.
