New Researches on the Mode of Public Diplomacy——Based on Categorical Standards of the Motives,Means and Effects

公共外交作为对传统外交的有效补充,是一国全方位外交格局的重要组成部分。在学理层面上,可以从三个不同的划分标准展开对公共外交模式的探讨:依据动机标准分为主动式和被动式,依据手段标准分为外推型和内引型,依据效果标准分为建设性和破坏性,由此构成了对公共外交行为流程的整体考察。无论是何种公共外交模式,其目标都是增强国家软实力,提升国家形象,维护国家利益。为改善国际舆论环境,实现更好更快的和平发展,中国亟需提升灵活运用多种公共外交模式的能力,创设出一套多种模式协调统一的"巧公共外交"系统。

As an effective complement to traditional diplomacy, public diplomacy is an important part of multi - faceted diplomatic pattern for a country. On the academic level, we can discuss public diplomacy modes from three different categorical standards. According to the standard of means, the modes are divided into active and passive modes. According to the standard of means, the modes are divided into foreign - oriented and incoming modes. According to the standard of effects, the modes are divided into constructive and destructive modes. Thus these researches is tantamount to an comprehensive review of public diplomacy behavior process. No mat- ter what kind of public diplomacy mode, is concerned its objective is to enhance the soft national power, to pro- mote national image and to safeguard national interests. To improve China＇ s international public opinion envi- ronment and achieve better and faster peaceful development, China needs to promote the capability to flexibly use various modes and create a ＂smart public diplomacy＂ system to coordinate and use concerted by various modes.
