摘要
评估是学科建设的重要一环。学科评估既要依靠先进的评估技术手段又要尊重学科自身的发展规律。在学科建设过程中科学的评估的确能够起到一定的激励和导向作用,但真正一流的学科绝不全是评估评出来的,而是知识与学术长期积淀的自然结果。对于一流学科的评估,应充分尊重科学规律和学科文化的差异,在完善同行评议机制的基础上,谨慎地使用量化评价技术,并及时对学科评估本身进行认真评估,以确保评估是促进而不是妨碍一流学科的发展。
Evaluation is a key part in discipline construction. Discipline evaluation should follow the law of discipline itself while depending on the advanced methods of evaluation. Scientific disciplines evaluation can function as an incentive and guidance in certain ways. However, a first- class discipline is not a result of evaluation, but a natural result of knowledge accumulation. When evaluating first-class disciplines, we should fully respect the rules of science as well as the cultural differences among various disciplines. On the basis of improved peer review mechanism, evaluators should adopt quantitative evaluation technology with great caution, carefully evaluate discipline evaluation itself timely and make sure that evaluation is beneficial for the development of disciplines rather than a hinder for first-class disciplines.
