摘要
以公共部门为考察对象,采用文献分析与案例分析方法,从系统论角度构建了公共部门危机学习四阶段的持续动态过程模型:预警学习、事中学习、事后反思学习及建立知识库,提出了危机管理过程中以系统学习与知识库建立为主导的学习模式,界定了构成公共部门危机学习系统的四大要素,即组织特征、有效的学习模式、知识管理以及危机学习能力,从而为提高公共部门危机管理能力提供了理论与实践依据。
This paper, based on the methodology of literature review and case study, analyses the dynam ic ongoing crisis learning process consisting of alarm learning, learning by doing, reflective learning and construtting knowledge patterns of learning base. It proposes that systematic learning and knowledge base construction are the main throughout the process of emergency management. Finally, it points out that an effective crisis learning system consists of four key elements, including characteristics of organization, proper learning patterns, effective knowledge management and crisis learning capability, providing theoretical and practical guidance for improving crisis management performance.
