An Analysis of the Cost of Natural Resource Price

自然资源、环境资源、人力资源存在稀缺性,因此,自然资源不可或缺,资源应该有价;自然资源稀缺,资源应该高价。中国自然资源价格成本构成中,存在低价或要素构成缺失,甚至造成寻租现象。理性建构自然资源价格的成本构成应该包括资源开发获取成本、资源开发成本、环境成本、人力资源成本、区域发展成本、政策成本等内容。

Based on the scarcity of natural resource, environmental paper assumes that natural resource has its value because it＇s indispensab resource, and human resource, this le, and should cost a high price because of its scarcity. Research shows that in China, natural resource is sometimes under-evaluated, there is often a lack of elements in the constitution of cost, and there are even situations when people have to look for potential users of natural resource. This paper points out that a rational constitution of the cost of natural resource price should include the cost of resource acquisition, the cost of resource development, environment cost, human resource cost, the cost of region development, and policy cost, etc.
