摘要
行政伦理的困境是行政人员在行政执行活动中经常面临的、典型的选择困境。伦理困境的产生原因是多方面的,要化解这些冲突,笔者从帕森斯的"社会演化论"出发,假设了责任性、合法性、正直性及回应性这四种道德律令,并认为这四种道德律令之间是相互依存、相互影响,不存在着哪种道德律令具有绝对性,它们只有和谐共生、互为补充并且作为一个整体,方能消解行政伦理中的困境。
Administrative ethics plights are constant, typical hard choice which often develops in the administrator's executive actions. The reasons of the rise of ethical dilemma are various, to dealing with these conflicts, the author from the perspective of " evolutionary universals in society" by Parsons, making hypothesis on moral imperatives about accountability, legality, integrity plus responsiveness, and hold that four kinds of moral imperative can not triump one over the other, but only coexistence, mutual support and complementary as a whole can conquer the rattrap of administrative ethics.
