汉朝时期自然灾害对刺史职权的影响

A Study on the Natural Disasters'Influence to the Power of CiShi (刺史) in the Han Dynasty

汉朝刺史之职设立之时存在着刺史秩位与职权之间不平衡的矛盾。两汉时期,自然灾害频繁发生,严重影响了人们的生产生活,也影响了刺史职权的变化。为治理自然灾害,刺史逐渐更多地参与具体的地方性政务,刺史的职权随之扩张到地方行政、司法等领域。自然灾害在一定程度上增强了刺史职权扩张的可能性向现实性的转变。刺史职权扩张不一定有利于治理自然灾害。

In the Han Dynasty,when CiShi（刺史） han been set up, there was the contradiction of the imbalance between the rank and the power of CiShi（刺史） . The change of the natural environment had badly affected people＇s production and life, also affected the change of the power of CiShi（刺史）. The influence of natural disasters had not been ignored. Natural disasters had frequently occurred in the Han Dynasty. For management natural disasters,CiShi（刺史） had expanded their powers in the local administration,judicial and others fields with CiShi（刺史）had gradually more participated in the specific of the local government affairs. To a certain extent,natural disasters had enhenced the change trend＇of the expansion of the power of CiShi（刺史）from the possibility to the reality. The expansion of the power of CiShi（刺史） had not always conducive to the management of natural disasters.
