In process of north moving of strategic focus of N4A, Chen Yi led N4A to build the anti-Japanese base area in the south of Jiangsu firstly, this established strategic base of developing to the north of Changing River. He led main force of N4A to ferry across Changjiang River northward and open up new vista of anti-Japanese of N4A in the north of Jiangsu, this make it real that the strategic focus of CPC central Committee move north. Chen Yi got the highly trust from CPC central Committee because of his outstanding capacity in military and political affairs and became only candidate who win high expectation of CPC central Committee in military command of central china.
