欠发达地区面临着经济总量增长与发展方式转变的双重压力,因此选择恰当的发展路径更加重要。对于发达省份的欠发达地区而言,丽水市在发展路径选择上既要加快经济发展,不拖全省现代化的后腿,又要保护良好的生态环境与传统文化,担当生态屏障和文化传承者的责任。休闲文化旅游业引领的区域发展转型,避免了接收产业梯度转移中能耗大、污染重企业所带来的环境压力,同时可以在区域范围内形成与发达地区的产业互补,激活自身不可替代的优势,实现地区发展的历史性跨越。
