Public Service Process Re-engineering:From “Seamless Government ” to “Grid Management”

打破部门、层级以及职能的边界,提供一种以公众需求为导向的、精细化的、个性化的全方位覆盖的公共服务是公共管理理论和实践一直在探讨并试图解决的问题。本文探讨了网格化管理在这方面对无缝隙政府的突破和超越,并对公共服务的流程再造进行了分析。

How to break the border of departments,hierarchy levels,government functions and to provide a kind of public demand-oriented,meticulous,personalized public service is a problem public administration theorists and practitioners have been trying to solve.Based on the case of Zhoushan city of Zhejiang province,this paper discusses the breakthrough of the grid management against seamless government and analyzes the public service process re-engineering in China.
