摘要
本文梳理了美国国际开发署在菲律宾援助活动的沿革历程,指出国际开发署对菲援助政策的调整与菲律宾国家的发展和美菲同盟关系的变化有着密切联系。在美国"重返"亚太的战略框架下,国际开发署对菲援助的策略也有了调整,在援助范围上进一步拓展,在援助机制上更加完善,在援助方式上更加注重多边化机制的利用,体现了美国"巧实力"的外交理念。这种政策的转变在促进菲国内社会经济发展的同时,也巩固和深化了美菲同盟关系,有力地配合了美国亚太战略的实施。
A USAID assistance activities in the Philippines have long history.The adjustment of aid policies of USAID to the Philippines is closely linked with the domestic development of the Philippines and changes of US-Philippine alliance relationship.In the strategic framework of United States 'return' to Asia-Pacific,USAID also readjusts its assistance policies for the Philippines,expands the range of assistance,improves assistance mechanism and emphasizing on taking the advantage of multilateral mechanism,which embodies the concept of 'smart power' diplomacy.These changes not only promote the social and economic development of the Philippines,but also consolidate and deepen the US-Philippine alliance and promote the implementation of the U.S.Asia-Pacific strategy.
