The urgent task on the development of the low-carbon economy is to establish a framework of low- carbon culture from all the technical aspects like industry, agriculture, energy, traffic, architecture and office, as well as from the spirit aspects like low-carbon trend worldwide, scientific develop- ment, traditional culture ,legal authority, disseminating channels and educational atmosphere.
