城市地下空间防汛风险综合评估研究

Flood Prevention & Risk Synthetical Estimation of Urban Underground Space

随着我国城市地下空间开发利用,防汛灾害问题表现出渐趋增多和严重的态势。开展防汛安全风险评估和风险管理显得十分必要和紧迫。本文从防汛角度入手,对城市地下空间建设和运营期间的防汛风险综合评估机理和内容进行研究,识别防汛风险影响因素,探讨防汛风险评估框架体系和评价指标,提出风险控制对策和建议。研究表明:地下空间的防汛问题不仅仅是局限于自身安全的问题,同时还涉及相应环境安全影响的范畴,是点、线与面的关系,分析两者特点及相互间的密切关系基础上,综合评估地下空间的防汛风险才具有实用价值。

With the development and utilization of urban underground space, the flood disasters problems have been gradually increased and serious. It is necessary and urgent to estimate and manage the risk of flood disasters in underground space. From angle of view of flood prevention this article studies the content and principle about synthetical estimation of flood prevention risk in the construction and operation of urban underground space, and analyses the impact factors on flood prevention risk, discusses assessment framework and index system of flood prevention risk. It is concluded that the flood prevention involves the safety of correlative circumstance, it is a correlation between point, line and area of the space. It is practically valuable to integrate the safety of underground space with correlative circumstance in flood prevention.
