老牌资本主义国家英国走向衰落后,继英语语言文明崛起的美国重新激活了对世界的主导。英国通过殖民主义奠定了南北苏丹分裂的基础,美国借助霸权行径使南北苏丹分裂成为事实。然而,不论是英国还是美国,都试图以建立在政治与经济优势上的普遍主义奢望对一体的苏丹进行思想意识迫害和政治经济剥夺斗争,最终制造了南北间分裂的实体边界,使问题愈发历久弥新。南苏丹的最终独立,很难说明其从此就步入真正主权意义下的国家建设进程中,并享有自主的发展。

With British Empire going into the decline, America based on the English civilization becomes the leader of the world. By the way of colonialism, British has laid the foundation for the break-up of south- north Sudan;and America,with the help of hegemony, makes it come true. However, either British or A- merica tries to establish the universalism in the strengths of politics and economy,and hopes to carry out i- deological persecution, and political and economic exploitation, which finally leads to the separation of south-north Sudan and makes the Sudan problems more serious. It is difficult to indicate that South Sudan＇ s independence will make itself step into the nation-building with the sovereignty significance, and enjoys its autonomous development.
