基于非合意产出DEA的区域低碳经济发展评价研究

Assessment of Regional Low-carbon Economic Development Based on the Output of Non-consensual DEA

区域低碳经济发展评价是推动区域间碳交易及碳补偿的基础。依据低碳经济发展的能源结构、节能减排、碳吸收与存储以及经济效益4个维度,遵循系统性、可操作性、目标性原则,建立了反映低碳经济发展优劣的多层次递阶指标体系,在非合意产出DEA的基础上,建立了低碳经济发展的非合意产出DEA综合评价模型。从应用分析的结果来看,所建指标体系与模型对于区域低碳经济发展评价具有良好的适用性。

The evaluation of the regional low- carbon econamic development is the basis d promoting interregional carbon trading and carbon offsets. Based on the energy stracture of the low- carbon economic development, energy conservation, cain sequestration and storage as well as economic benefits of four dimensions, following a systeamatic, operability, the principle of targeted, multi - level reflect the merits of low- carbon economic develolpment delivery order indicator systean on the basis of the output of non - eonsensual DEA, low - carbon economic devlopment of non - eonsensual output DEA evaluation model is built. Seeing results of the analysis from the application point of view, the index system and evaluation has a good applicability of the model of regional low- carbon economic development.
