摘要
文章对松辽流域水资源发展进行了探索 ,提出了“三个体系”——防洪减灾保障体系、水资源供给保障体系和水生态环境保障体系的规划和实施。文章还提出了 2 0 0 0年松辽流域工作重点。
The paper explores water resources development question in Songhua and Liao river basins, puts forward the plan and the execution of 3 systems which are flood control and reduce disaster system, water supply system and water environment protection system. The paper also puts forward work focal points in 2000 year. [
